비정규직의 일자리 이동성 분석

An analysis on the job mobility of non-regular workers

본 연구는 비정규직 임금근로자의 경제활동상태 변동, 그중에서도 정규직으로의 근로형태 전환을 분석하는 데 그 목적이 있다. 실증분석에는 2006~21년, 총 16개년에 걸친 경제활동인구조사 근로형태별 부가조사 패널자료를 활용했다. 이행행렬을 통한 분석 결과, 지난 15년간 임금근로자와 비임금근로자 간 이동 그리고 임금근로자 중 정규직과 비정규직 간 이동은 크게 감소하여 고용형태의 분절화가 심화한 것으로 나타났다. 특히 비정규직의 정규직 전환율은 ’06-’07년 18.9%에서 ’20-’21년 기간 10.1%로 크게 감소했다. 한편, 비정규직의 정규직 전환은 근속에 의한 전환보다 이직에 의한 전환 비중이 더 높았고 근속에 의한 정규직 전환은 더 크게 감소했다. 근로형태별로는 비기간제 한시근로자, 파견근로자의 하락폭이 컸고, 남성, 30대 미만 청년층, 대졸 이상 고학력자의 정규직 전환율이 높았다. 이와 같은 결과는 기존 선행연구들의 결과에 대체로 부합하는 결과이다. 다만, 본 연구는 정규직 전환 감소의 원인이 무엇인지에 관한 설명을 제시하지는 못하고 있다. 실증분석 결과와 임금근로자 중 비정규직 비중이 추세적 증가한다는 점을 함께 고려하면, 분절화의 원인에 대한 정교한 분석이 추가로 필요하다.

This study examines the changes in the economic activity status of non-regular workers, especially the transition to regular employment. Empirical analysis is carried out with Economically Active Population Survey data between 2006 and 2021. As a result of the analysis through the transition matrix, the conversion between wage and non-wage workers and the conversion between regular and non-regular workers among wage workers has decreased significantly over the past 15 years. In particular, the conversion ratio of non-regular workers to regular workers declined significantly from 18.9% in 2006-07 to 10.1% in 2020-21. The conversion of non-regular workers to regular workers has a higher proportion by turnover than by tenure, and the conversion to regular workers by tenure has decreased significantly. And the decline in the conversion ratio to regular workers is greater for non-fixed term contract workers and temporary agency workers. These results are generally consistent with the results of previous studies. However, this study does not provide an explanation of the reason for the decrease in the conversion to regular workers. Considering the empirical results and the trend of the proportion of non-regular workers among wage workers, additional studies of the cause of segmentation is needed.
