본 논문은 우크라이나 전쟁의 의미와 교훈을 다루고 있고 나아가 우리 정부의 대북전략을 분석하고 있다. 러시아의 푸틴은 도저히 용납할 수 없는 반인륜적 범죄를 저지른 중대한 범죄인으로 인류전체의 공적이다. 푸틴과 러시아군의 책임자들을 체포하여 국제형사재판소에 넘겨 인류와 자유의 이름으로 처단해야 할 것이다. 우크라이나 전쟁은 우리에게 많은 의미와 교훈을 제공하고 있다. 무엇보다 우크라이나 전쟁은 탈냉전 이후 화해와 협력의 국제질서를 완전히 붕괴시키는 역할을 하였다. 이제 국제질서는 완전히 불확실성과 유동성이 매우 강한 상태로 진입하였다. 그리고 이번 우크라이나 전쟁에서 미국 등 자유우방국가들은 무기는 지원했지만 침공을 당한 우크라이나에 지상군을 직접 파견하지 않았다. 이런 점에서 이제 믿을 수 있는 것은 자신뿐이라는 자주국방에 대한 각국의 의지를 다지는 상황에까지 이르게 되었다. 이런 상황에서 우리는 보다 강력한 대북 안보전략이 요청된다고 하겠다. 우선 유비무환의 자세가 요구된다. 그 어떤 북한의 도발책동에 대해서도 단호하게 대처할 수 있는 준비태세가 요구된다. 다음으로는 북한정권과 같은 전제독재정권에 대한 기대를 버리고 한미동맹체제를 강화하고 체제의 통합을 위해 최선을 다해야 할 것이다.

This paper deals with the meaning and lessons of the Ukrainian war and further analyzes the Korean government's strategy for North Korea. Russia's Putin is a grave criminal who has committed a crime against humanity that is simply unacceptable and is the credit of all mankind. Putin and those responsible for the Russian military should be arrested and handed over to the International Criminal Court to punish them in the name of humanity and freedom. The Ukraine war provides us with many meanings and lessons. Above all, the Ukrainian war played a role in completely collapsing the international order of reconciliation and cooperation after the post-Cold War. Now, the international order has entered a state of complete uncertainty and liquidity. And in the Ukraine war, free allies such as the United States provided weapons but did not send ground troops directly to the invaded Ukraine. In this regard, it has now reached a situation where each country strengthens its commitment to self-defense that the only thing that can be trusted is itself. In this situation, we are asked for a stronger security strategy against North Korea. First of all, a position of ubiquity is required. Preparations are required to deal sternly with any North Korean provocative actions. Next, we should abandon expectations for a despotic regime like the North Korean regime, strengthen the Korea-U.S. alliance system, and do our best to integrate the system.
