Qualitative Search for Revitalization of Innovative Education District Projects in Busan

연구목적: 본 연구는 부산 혁신교육지구사업 운영의 어려움을 이해하고 활성화 방안을 살펴보고자 한다. 연구방법: 이를 위해 관련 민·관·학 전문가들을 구성하고 이들의 소통과 숙의를 촉진하는 포커스 그룹 인터뷰를 6회에 걸쳐 실시하였다. 연구결과: 부산 지역 혁신교육지구사업의 현황 이해가 어려웠고, 일부 주체들만이 참여하였으며, 사람에게 의존하는 운영방식에 따른 불안정성이 나타났고 예산의 경직성으로 취지에 맞는 사업 운영의 어려움이 있었다. 논의 및 결론: 부산 지역 혁신교육지구사업에 대한 전문적 연구와 지구별 현황 분석에 기초한 맞춤형 지원 방안에 대한 연구, 그리고 여러 주체에 대한 체계적인 교육지원 및 주민자치를 강화하는 민간 주도의 사업 운영 방안이 요구되었다.

Purpose: This study aims to understand the difficulties of operating the Busan Innovation Education District Project and examine ways to activate it. Method: For this purpose, six focus group interviews were conducted to promote communication and deliberation among relevant public, government, and academic experts. Results: It was difficult to understand the current status of the innovative education district project in Busan, only some actors participated, instability appeared due to the operation method dependent on people, and there was difficulty in operating the project according to the purpose due to the rigidity of the budget. Conclusion: Specialized research on the innovative education district project in Busan, research on customized support plans based on the current status analysis by district, and systematic educational support for various actors and private sector-led project operation plans to strengthen residents' autonomy were required.
