청소년 정신건강 전담 조직 발전방안에 관한 연구

A Study on the Development of a Dedicated Organization for Youth Mental Health: Focusing on the case of Chungcheongbuk-do A Center

한국의 자살률은 OECD 국가 중 1위이며, 2022년 기준 청소년 사망의 50.1%가 자살로 인한 것이다. 청소년들의 정신건강을 지원하는 것은 그들의 삶의 질과 직접적으로 연결될 뿐 아니라 우리 사회의 잠재적 문제 예방에도 밀접한 관련이 있으며 정부의 중요한 역할이다. 이에 청소년 정신건강 지원을 위한 체계적 지원과 접근이 필요한 상황이다. 특히, 코로나19 사태로 인한 교육환경 변화에 따라 학생과 교직원의 정신건강을 도와주는 청소년 정신건강 전담 조직의 역할과 중요성은 더욱 커지고 있다. 본 연구는 급격하게 변화하는 다양한 환경에 대응하여 향후 청소년 정신건강 전담 조직이 역할과 기능적 측면에서 사회적 수요에 맞게 효율적으로 운영될 수 있도록 발전 방향과 개선방안을 마련하고자 하였다. 이를 위해 본 연구는 국내·외 정신건강 위기 학생의 관리 사례 및 동향을 분석하고 충북지역의 청소년 정신건강 전담 조직인 A 센터를 대상으로 조직 내·외부 환경분석, 센터의 발전을 위한 의견수렴 등을 통해 종합 진단을 하고 중장기적 발전 방향을 제시하였다.

South Korea has the highest suicide rate in the OECD. As of 2022, 50.1% of youth deaths were attributed to suicide. Taking care of adolescents' mental health is not only directly linked to their quality of life, but also has a lot to do with preventing potential problems in our society. Therefore, supporting youth mental health is an important government role. In particular, the role and importance of mental health centers available to teachers and adolescents continues to grow as the educational environment changes due to the COVID-19 pandemic. This study was conducted to provide a development direction for youth mental health centers to operate efficiently to meet social needs in response to various environmental changes. Therefore, this study selected Center A, an organization dedicated to adolescent mental health operated by the local government of Chungcheongbuk-do, as a case study, and analyzed the internal and external environment of the organization to identify problems and derive improvement measures. This study analyzed the case of managing a student in mental health crisis, and analyzed the environment surrounding Center A and its organizational status. Finally, we conducted a comprehensive diagnosis, including collecting opinions for the developmental operation of the center, and suggested mid- and long-term development directions.
