The purpose of this study is to put together and compare educational concepts of music in the change of times. There were several aims of music education in the past. What has the oldest tradition is the use of music education for ruling a country in oder to realize a sound society. But controlling contents of music education in public school can possibly lead to a danger of subordinating musical instruction to certain ideology. The recent researches in educational value of teaching music show the dispute between aesthetic music education and praxial music education. Giving consideration for students as the principal body taking in music instruction plays an important role for construction of reasonable goals which can be set common obligatory music classes in public school. So, open aesthetical viewpoint related to music education is regarded as a contribution to our reality of the democratic society based on liberty as well as beauty and equality.
