A Typology of Civil Society: Type of discourse and Practice of public interest action

본 논문은 한국 시민사회의 흐름과 현황을 총체적이고 체계적으로 파악하기 위한 인식의 도구로서 유형론적 분류틀 구성을 시도했다. 이론적 자원 검토를 통해 핵심적인 논점인 시민사회와 다른 영역간 ‘관계’, 그리고 시민사회가 형성하고 수행하는 ‘역할’은 공익활동 관점에서의 시민사회 유형론에 있어 중요한 주제임을 확인했다. 이어서 시민사회 공익활동의 담론과 실천에 영향을 미치는 주된 요인을 고려하는 가운데, 서로 다른 관점을 포함하고 있는 시민사회의 관계와 역할이라는 두 가지 차원을 활용해 유형분류틀을 구성했다. 관계와 관련해 시민사회가 다른 정부･시장 등 다른 영역에 적극적으로 ‘관여’해야 한다는 관점과 다른 영역으로부터 ‘독립’적 영역을 구축해야 한다는 관점, 그리고 역할과 관련해 문제를 제기하고 현실의 변화를 추구하는 ‘갈등’론적 관점과 정부･시장이 놓치고 있는 부분을 보완하는 ‘기능’론적 관점이 이항대립축을 이룬다. 이어서 시민사회의 관계와 역할에 관해 상반된 관점을 포함하는 두 가지 차원을 교차함으로써 각각 ‘대항’(관여-갈등), ‘자율’(독립-갈등), ‘자선’(독립-기능), ‘해결’(관여-기능)로 표현할 수 있는 네 가지 유형의 시민사회 하위부문을 설정하고, 각 부문에 관한 연구와 실천 현장의 담론들을 살펴봤다. 아울러 유형분류틀이 관련 현상을 적합하게 파악하고 설명할 수 있는지 확인해 보기 위해 한국 시민사회의 역사적 실천에 적용해 살펴봤다. 논의 결과 구성된 유형분류틀은 시민사회와 공익활동 관련 담론의 경향과 한국 시민사회 공익활동의 흐름과 현황에 부합하는 설명력을 지니는 것으로 판단된다.

This study construct a typological framework from the viewpoint of public interest actions as a cognitive tool to comprehensively and systematically figure out the flow and current situation of Korean civil society. Through the review of theoretical resources, it was discerned two key issues that are important to the typology of civil society from the perspective of public interest actions; ‘relationships’ between civil society and other realms, and ‘roles’ performed by civil society. While considering the main factors affecting the discourse and practice of public interest actions in civil society, a typological framework was constructed using two dimensions, the relationship and role of civil society, which contain different perspectives. Regarding relationships, the view that civil society should actively ‘involved’ in other areas such as government and market, versus the view that it should establish an ‘independent’ area from other areas; Regarding roles, the view of ‘conflictive’ that raise issues and pursue social changes, versus the view of ‘functional’ that complements roles are distinguished from roles of government and market. Then, by crossing two dimensions, set four type sub-sector of civil society: ‘opposition’ (involvement-conflict), ‘autonomy’ (independence-conflict), ‘charity’ (independence-function), and ‘resolution’ (involvement-function), and looked at researches and discourses on each sub-sectors. Finally, In order to verify whether the typological framework can adequately explain related phenomena, I applied this framework to the historical practice of civil society and public interest actions in Korea. As a result of the discussion, this typological framework is verified to have an explanatory power about the discourse and situation of civil society and public interest actions in Korea.
