다양한 유형의 고령자를 위한 주거정책의 방향

The Direction of Housing Policy for the Elderly of Various Types

우리나라의 경우에 초고령 사회로의 진입이 현실화되면서 고령자를 대상으로 한 다양한 정책이 시행되고 있다. 본고에서는 고령자를 위한 다양한 정책 중에서 특히 주거정책의 방향을 어떠한 시각에서 설정하는 것이 합리적인지에 대하여 검토하였다. 그 주요한 내용을 정리하면 다음과 같다. 첫째, 공공임대주택의 공급주체를 다양화하여야 하고, 노후화된 주택을 통합적으로 관리하고 신속하게 보완할 수 있는 정책을 시행하여야 한다. 둘째, 고령자만을 분리하여 통합적인 법적 근거를 마련하기 보다는 관련 정부기관들이 협력하면서 각각의 법률에서 다양한 유형의 주거모델을 설계하여 시행하는 것이 보다 적합할 수 있다. 셋째, 다양한 유형의 고령자 주거모델을 개발할 필요가 있다. 넷째, 고령자들이 집에서 거주하면서 다양한 서비스를 받을 수 있도록 할 필요가 있으며, 열악한 환경에 있는 농촌지역의 고령자들을 위해서는 서비를 조건을 완화시킬 필요가 있다. 다섯째, 고령자들을 위한 주택개조 서비스의 경우에는 신청자격에 제한을 둘 것이 아니라 보편적 서비스를 제공받는 것으로 정책을 수립할 필요가 있다.

In the case of Korea, as the entry into a super-aged society becomes a reality, various policies targeting the elderly are being implemented. In this dissertation, I have examined from what perspective it is rational to set the direction of housing policy, among various policies for the elderly. The main contents are summarized as follows. First, the supply entity of public (rental) housing should be diversified, and policies should be implemented to manage and quickly supplement aging housing. Second, rather than separating only the elderly and providing an integrated legal basis, it may be more appropriate to design and implement various types of housing models in each law in cooperation with related government agencies. Third, it is necessary to develop various types of housing models for the elderly. Fourth, it is necessary to allow the elderly to receive various services while living at home, and for the elderly in rural areas in poor conditions, it is necessary to ease the conditions of service. Fifth, in the case of housing renovation services for the elderly, it is necessary to establish a policy by receiving universal services rather than limiting the eligibility for application.
