Comparison of the Social Expenditure Efficiency in OECD Countries: Considering the Impact of Budget Constraints due to Ageing on Poverty and Quality of Life

본 연구는 주요 OECD 회원국을 대상으로 국가별 인구구조를 고려하여 유형별 사회지출의배분적 효율성을 자료포락분석을 통해 분석하였다. 군집분석 결과, 국가들은 세 부류로 나뉘며, 가처분소득 기준 지니계수는 군집 간 차이가 있는 유의미한 변수로 확인되었다. 자료포락분석결과, 사회지출의 효율성은 투입변수와 산출변수의 차이로 설명되며, 건강과 주거 분야에 대한투자는 효율성에 큰 영향을 미치지 않는 것으로 나타났다. 또한, 빈곤완화는 삶의 질 제고와부의 격차 감소에 긍정적인 영향을 미치는 것으로 파악되었다. 따라서 빈곤 격차를 줄이는 데집중하는 사회정책을 추진하는 것은 빈곤완화와 삶의 질 향상을 위한 전략으로 볼 수 있다.

This study examines the efficiency of social expenditure in achieving poverty alleviation and improving quality of life across major OECD member countries, taking into account budget constraints arising from population aging. The analysis employs cluster analysis, considering total tax revenue and the share of social expenditure, as well as data envelopment analysis to assess the effectiveness of social expenditures. The findings indicate that the proportion of elderly individuals influences the financial resources available for social policies and the allocation of social spending. Therefore, simply comparing the volume of social expenditure between countries may not be an appropriate approach to discuss the levels of social welfare. Moreover, it is observed that poverty alleviation has a positive impact on both quality of life and reducing the wealth gap. Consequently, implementing social policies that focus on narrowing the poverty gap is an efficient strategy for enhancing poverty alleviation and improving quality of life.
