고령사회 돌봄인력 확보방안에 관한 소고

A Study on Securing Care Workers for the Aging Society: Focusing on Foreign Caregivers

본 연구는 우리 사회가 빠른 속도로 고령사회로 진행됨에 따라, 노인 돌봄 인력의 안정적 확보를 위한 대안으로 외국인 요양보호사의 활용 가능성을 탐색하는데 목적이 있다. 이를 위해 요양보호사 자격증 취득 후 노인장기요양기관에서 근무하는 현직 외국인 요양보호사 4명을 선정하여 심층 면담을 수행하였으며 Giorgi(1997)의 현상학적 연구 방법을 토대로 분석하였다. 분석결과 자격증을 가진 돌봄 인력으로의 유입 단계, 불평등한 구조의 근로조건과 근무환경 속에서의 초기 노동경험의 단계, 돌봄서비스를 제공하는 필수 인력으로서 자부심과 돌봄 노동의 가치를 다져가는 단계로 외국인 요양보호사의 노인 돌봄에 대한 일반적 구조를 도출하였다. 분석을 통해 접근 가능한 적극적인 취업 홍보, 서비스 질 향상을 위한 공적 개입의 강화, 교육과 승급체계를 통한 전문성 향상 방안 등이 정책적 함의로 제시되었다.

The purpose of this study is to explore the possibility of using foreign caregivers as an alternative to stably securing care workers for the elderly that Korea, which has entered an aged society in the shortest period of time, will face in near future. To this end, we conducted in-depth interviews with 4 current foreign caregivers working in long-term care institutions for the elderly after obtaining a caregiver license. We also conducted analysis based on the phenomenological research method of Giorgi (1997). As a result of the analysis, a general structure of care for the elderly by foreign caregivers in long-term care institutions was derived for the purpose of strengthening the influx of foreign caregivers as certified care workers, early labor experience in unequal working conditions and working environments, and pride as an essential workforce providing care services, and the value of care work. Through this analysis, several policy implications were suggested as follows: (1) active job promotion with access to nursing care worker job, (2) strengthening of public intervention to improve service quality, and (3) the enhancement of professionalism through education and promotion system.
