A study on Systematic Development Direction of Private Security and Security Industry: Coordination with the Police's Predictive Security System

이 연구는 경찰이 추진 중인 예측치안 시스템 구축을 중심으로 인력과 시스템 관리의 문제점 해소를 위해 민간경비 산업(체)의 협업을 통해 안정적인 운용이 가능토록 할 수 있는 방안을 모색하고자 하는 연구이다. 한국의 민간경비 산업은 전통적인 대민경호를 중심으로 기계경비, 드론 경비 등 다양한 분야로 산업 영역을 확대 중이다. 경찰 또한 치안분야의 발전을 위해 알고리즘을 통한 예측치안 또는 스마트 치안에 대한 의지가 강하다. 대표적으로 미국의 선진적 예측치안 시스템에 주목하고 있다. 그러나, 영국의 경우에는 시스템 운용에 있어 예측치안 알고리즘의 결과인 범죄 핫스팟 지역의 순찰인력 배분의 어려움과 같은 문제로 인해 온전한 활용에 어려움을 겪고 있는 사례가 있다. 따라서 후발적으로 예측치안 시스템을 도입 운용하는 데에 있어 안정적 운용을 위해 민간경비의 협업 체계에 대한 고민에 진지해야 한다. 이 같은 연구 목적 달성을 위해 현대 민간경비 산업의 특성과 예측치안의 개념과 특성을 파악하고, 이를 과거보다 더 전문적이고 과학적인 방법을 통한 민간경비 산업 육성을 위한 발전방향을 모색하고자 한다.

This study aims to find a way to ensure stable operation through collaboration with the private security industry to solve the problems of manpower and system management, focusing on the construction of the predictive security system promoted by the police. Korea's private security industry is expanding its industrial scope to various fields such as machine security and drone security, centering on traditional public security. The police also have a strong will to predict security through algorithms or smart security for the development of the security field. As a representative example, attention is paid to the advanced predictive security system of the United States. However, in the case of the United Kingdom, there are cases in which it is difficult to fully utilize the system due to problems such as the difficulty of allocating patrol personnel in crime hotspot areas, which is a result of the predictive security algorithm. Therefore, in introducing and operating the predictive security system later, serious consideration should be given to the cooperative system of private security for stable operation. In order to achieve the purpose of this study, the concept and characteristics of the characteristics of the modern private security industry and predictive security are identified, and the development direction for fostering the private security industry is sought through a more professional and scientific method than in the past.
