청소년 비행과 사이버 테러리즘의 관계성에 대한 시론적 연구

An Introductory Study on the Relationship between Juvenile Delinquency and Cyberterrorism

사이버 테러리즘에 대한 위험성은 확대되고 테러리스트는 다양한 방법으로 테러 확산을 위한 영향력을 증가시키고 있다. 청소년들의 사이버 테러리즘은 인터넷 등의 기술을 접하고 자란 세대에게 어쩌면 가장 쉽고 일반적인 표출적 범죄의 도구가 될 것이다. 이제 사이버 테러리즘은 민간의 개인적 피해를 넘어서 사회적·국가적 문제로 부각되고 있어 사이버 테러리즘의 피해는 국가적 차원의 대비책이 중요하다. 정보화 사회에서 사이버 테러리스트는 범죄적 성향이 점점 더 강화되고 있으며 일반 테러리스트와 유사한 형태로 기업정보, 군사정보, 국가기밀 정보를 수집하며 매우 위험한 방향으로 발전하고 있다. 이 논문에서 주목하고 있는 부분은 이러한 심각한 사이버 테러리즘의 상황에서 아직 정신적으로 성숙화 과정인 청소년들이 사회에 대한 불만과 기성세대에 대한 공격의 형태로 사이버 테러리즘을 활용하는 부분이다. 사이버 공간은 자율성, 개방성의 공간으로 규범과 준법의식의 문제는 범죄와 일탈에 유리한 장이 되고, 사이버 테러리즘이라는 심각한 범죄에서 죄의식을 뒤로한 채 또래집단의 영웅심리와 동경심은 더 큰 피해를 유발하기에 충분하다. 청소년 비행의 위험성을 중심으로 사이버 테러리즘과의 연계에 대한 고찰과 청소년 비행이론을 통해 원인을 분석하고 예방을 위한 전략을 제시하였다.

The magnitude of the risk of cyberterrorism is increasing and terrorists are enhancing their influence in various ways to spread terrorism. Adolescent terrorism may be the easiest and most common target of expressive crime for the generation who grew up exposed to technologies such as Internet. Now, cyberterrorism is emerging as a social and national problem, going beyond personal damage of civilians, and thus it is important to have measures prepared at the national level against the damage caused by cyberterrorism. Cyberterrorists in the information society are showing stronger criminal tendencies and heading towards an extremely dangerous direction in a form similar to that of ordinary terrorists by collecting corporate information, military information and national confidential information. This paper pays attention to how, in this context of serious cyberterrorism, adolescents who are still in the process of mental maturity use cyberterrorism as a means to express dissatisfaction with society and attack the older generation. Cyberspace, an autonomous and open space, provides for an environment favorable to crime and deviation for those who have a problem with norms and a sense of compliance. In addition, The heroism and admiration of peer groups in the serious crime of cyberterrorism, leaving behind a sense of guilt, are more than enough to cause greater damage. The focus of this paper was set on the risk associated with juvenile delinquency to examine its link to cyberterrorism, juvenile delinquency theories were used to analyze the causes and strategies were proposed for prevention.
