중국의 공급망 정책 변화와 중국발 공급망 교란의 영향력 평가

The Analysis of China’s Supply Chain Policy Changes and Effects of China-linked Supply Chain Disruption

중국은 최근 공급망 정책을 5개년 계획이나 당대회 보고 등 주요 문건에 포함시키면서 ‘중국 중심의 신뢰할 수 있는 공급망(Sustainable Supply Chain)’을형성하고자 한다. 중국은 미국의 요구를 수용하고 양보해서 미국 주도의 공급망 질서에 순응할 생각이 없다. 따라서 미국의 중국 공급망 배제 전략과 중국의 독자 공급망 형성 전략이 대치하면서 상호간 공급망 배제와 제재를 주고 받을 가능성이 있다. 최소한 일부 산업에서는 글로벌 GVC가 양분될 가능성을 배제할 수 없다. 본 연구는 세계투입산출표(ADB-MRIO) 자료를 이용하여 대중국 공급망 교란으로 인한 위험성을 추정하였다. 분석 결과 한국은 대중국 공급망 교란이 발생할 경우 산업 생산과 부가가치 창출에 큰 타격을 입는 국가로 나타났다. 다만부정적 효과의 크기는 산업별로 다르게 나타났다. 따라서 산업들을 대중 공급망 교란 가능성과 대한국 영향력의 크기에 따라 분류하고 리스크가 큰 산업군에 대한 대응책을 마련해야 한다. 핵심 중간재의 수입처 다변화 및 국내화하는방안을 추진해야 한다. 또한 IPEF 등이 중국 배제로 가지 않도록 중재하는 역할도 필요하다. 또한 향후 중국이 주도하는 공급망 연합체가 형성되는 경우 어떻게 대응해야할지 미리 대응방안을 마련해야 한다.

China intends to form a “China-centered, Sustainable Supply Chain” by including its recent supply chain policies in major documents such as the five-year plan or the party conference report. China has no intention of conforming to the US-led supply chain order by accepting and conceding the US demand. Therefore, it is possible that the US and China may impose supply chain sanctions on each other. At least in some industries, the possibility that global GVCs could be divided cannot be ruled out. This study estimated the risk due to disruption of the supply chain connected to China using the data of the World Input Output Table (ADB-MRIO). As a result of the analysis, South Korea is found to be a country that would suffer a major blow to industrial production and value-added creation in the event of a supply chain disruption in China. However, the size of the negative effect was different for each industry. Therefore, it is necessary to classify industries according to the possibility of disrupting the supply chain and the size of the impact, and prepare countermeasures for high-risk industries. It is necessary to pursue measures to diversify and domesticize import sources of key intermediate goods. It also needs to play a mediating role so that IPEF and others do not go in the direction of excluding China. In addition, it is necessary to consider in advance how to respond to the formation of a supply chain alliance led by China in the future.
