Suggestions for the Test of Proficiency in Korean (TOPIK): Evaluation and Division of Levels

Three factors are equally important for evaluation: validity, reliability, and practicality. Regardless of how high the validity and reliability are, without practicality, use of that evaluation is difficult. On the other hand, even if the practicality is high, if the validity and reliability are low, that evaluation loses value and becomes meaningless. Therefore, an evaluation is acceptable only when all three aspects are sufficient. With researchers of the Test of Proficiency in Korean (TOPIK), this study began with proposals to improve the current six-level evaluation system. In sum, this study raises issues regarding practicality. However, we are not suggesting that validity and reliability be dismissed. Accordingly, suggestions regarding the structure of the TOPIK are based on practicality while the foundation for those suggestions lies in validity and reliability. With a theoretical basis, we analyzed the results of both the actual TOPIK and its mock versions. We offer the following proposals for the TOPIK: compressing the six test levels into three.
