The purpose of this study is to propose the necessity of needs analysis in program development for re-education of Korean language instructors abroad. As an experiential study, this study demonstrates the results of needs analysis conducted for Korean language instructors residing in SaKhalin area. The contents of the needs analysis cover the advanced level such as presentation, discussion, lecturing(or listening) as well as the very beginning level such as greetings, time asking. They are also comprised with a variety of sections from language proficiency (speaking, listening, reading, writing) to cultural needs. Each year, several governmentsponsored educational programs are carried out but they face some difficulties due to the change of instructors dispatched, time limitation of communication between instructors and program participants. This study can help to find out the actual contents the program participants want to learn and thus is expected to contribute to the development of education programs in the future.
