The purpose of this study is to design e-PBL problems and instructional models for learners for academic purposes, and to present examples of scaffolding that can support e-PBL activities at each stage of the model. To this end, this study developed an unstructured problem and an e-PBL model appropriate for problem-solving learning and applied it to two academic communities composed of international students. Through this, the scaffolding cases of appeared the learner’s academic community activities were derived inductively, and additionally necessary scaffolding was extracted through post-survey and interviews. As a result, an e-PBL instructional model consisting of four stages of problem definition, problem search, problem solving, presentation and evaluation was proposed. In addition, cognitive and affective scaffolding, etc., were derived which can promote and help international students’ problem-solving activities at each stage of the model. The results of this study can be used to design and operate e-PBL classes for international students in the future.
