This study aims to design and present the framework of an evaluation system for the Korean language curriculum as a foreign language. To design the framework, this study first looked at the representative evaluation models that have been used for curriculum or educational program evaluation, and paid particular attention to the strengths of the CIPP model. In addition, this study examined some case studies of using the CIPP model that has been published in Korea as well as in overseas. And this study reviewed the results of studies conducted to evaluate the foreign language curriculum using the CIPP model. Through this procedure, the framework of an evaluation system was designed. Accordingly, the evaluation category was divided into ‘the plan of the curriculum, the contents and structure of the curriculum, the operation and execution of the curriculum, and the performance and improvement of the curriculum’ so that situation evaluation, input evaluation, process evaluation, and result evaluation are possible. The evaluation stage of the curriculum plan is further sub-categorized into environmental analysis, needs analysis, and curriculum development principles. The stage of the content and structure is sub-categorized into curriculum goals, curriculum content system, curriculum achievement standards, teaching/learning and evaluation. The operation and implementation stage of the curriculum is sub-categorized into teacher education, curriculum operation support plan, and curriculum execution. Finally, the outcomes and improvement stage are sub-categorized by dividing them into outcomes and improvement of the curriculum. In addition, detailed evaluation items were developed to fit the evaluation contents of each sub-category, and the details were described for each category.
