This study aims set a standard of Korean Speaking Test for Academic Purposes(KoSTAP). KoSTAP measures Korean speaking proficiency required for international students to carry out basic academic assignments at universities. Details of the standard setting procedure adopting modified-Angoff methods is given to provide procedural and internal evidence for the outcome from the standard setting. Three cut-scores that discriminate four performance standards are derived through a total of three standard setting rounds at a workshop participated by 16 expert panels. This study presents a reliable standard of Korean speaking proficiency for academic purposes. This standard can be applied to decision-making by test takers and stakeholders. It also discusses methodological procedures and interpretation of the results, and provides empirical information necessary for standard-setting studies. Finally, it reconfirms that the panel’s expertise are important factors influencing the outcome.
