The Direction of National Crisis Management System Consistent with the New Security Environment

오늘날 코로나-19, 기후변화 등 신안보 위협과 미·중 패권다툼 가중 그리고 북한의 첨단 과학·ICT 활용한 도발이 일상화되었다. 이처럼 안보위협·도발양상·시대변화에도 불구하고 현실과 괴리된 법령, 컨트롤 타워 취약, 그리고 대통령 리더십 부재 등으로 효과적인 위기관리의 발목을 잡고 있다. 이를 개선하기 위해 첫째, 안보환경에 부응한 가칭 “사이버안보기본법” 등 법령 제·개정이다. 둘째, 안보컨트롤 타워 조정관체제 운영과 중대본부장의 단일화이다. 셋째, 가칭 “국가핵심기반보호청”신설이 필요하다. 넷째, 자발적 위국헌신 피해자 보상치료지원 관련 법규 마련이다. 끝으로 적확한 정보수집·공유를 위해 Quad, Five-eyes 등 참여가 필요하다. 안보재난 환경변화에 부응한 국가위기관리체계 변환은 존재(Sein)가 아닌 당위(Sollen)이다.

Today, Corona-19, the threat of new security such as climate change, the increasing of US-China hegemony, and the provocation using North Korea's advanced science ICT have become commonplace. Despite the changes in the era of security threats, the government is holding back effective crisis management due to the fact that it is separated from reality, weak control towers, and lack of presidential leadership. To improve this, first, the revision of the law, such as the “Cyber Announcement Act” that meets the security environment, is the second, the operation of the security control tower coordination system and the unification of the chief of the company. Third, the establishment of the pseudonym “National Core-Based Protection Agency” is necessary. Fourth, it is necessary to prepare laws related to the voluntary compensation treatment for victims of unconstitutional commitment. Finally, participation such as Quad and Five-eyes is needed to share accurate information. The transformation of the national crisis management system in response to the environmental changes of security disasters is not a presence but a solen.
