수원을 이용한 지하매설용 소화전함의 성능인증에 관한 연구

Study on the Performance Certification for Underground Buried Fire Hydrants using Water Sources

본 연구는 국내의 전통시장과 쪽방촌과 같은 화재에 취약하고, 소방대의 초기 진압이 어려운 곳에 관계인 등이화재의 초동대응용으로 사용이 용이한 일명 ‘지하매설용 소화전함’에 대하여 기술적인 검토사항 및 기술기준의 항목등을 평가한 결과이다. 향후, 화재예방강화지구에 부가적으로 장착하는 펌프와 같은 가압송수장치 또는 전기 등의부가적인 장치 없이 상수원을 이용한 비교적 안정적으로 사용이 가능한 소화설비가 될 것이라고 예상되며 다음과같은 기술적인 결론 내용을 도출할 수 있었다. 소방시설로서 기술기준의 검토가 필요한 항목으로는 부력 및 배수시험, 개폐제어시험, 모서리 날카로움 시험, 방수시험, 재료시험, 염수분무시험, 고무의 재료시험, 정하중 시험, 충격시험, 내압시험, 수납장치 강도시험, 축광표지시험 및 표시사항과 같은 기술기준의 검토 항목이 필요로 함을 확인할수 있었다. 그리고, 이상과 같은 연구의 기술기준 검토 결과 일명 ‘지하매설용 소화전함’은 설치 현장에 바로 적용될수 있다는 것을 가정하는 것이 아니라, 소방용 제품으로서 기술기준 확립 및 이에 따른 성능검사를 받는 절차가 필요함을 제언한다.

This study reviews and evaluates technical standards of “underground fire hydrants”,that are installed in places vulnerableto fires, such as traditional markets and doss houses in Korea, and that are easily used by fire-fighters as the first responseto fires. In the future, this is expected to be a fire-fighting facility that can be used stably using a water source withoutadditional equipment such as a pressurized water transport device or electricity that is required to be installed in a fireprevention reinforcement district. We reached the following technical conclusions regarding this facility. Test items toreview the technical standards as a fire-fighting facility include the buoyancy and drainage test, opening and closing controltest, edge sharpness test, water resistance test, material test, salt spray test, rubber material test, static load test, impact test,internal pressure test, storage device strength test, photo-luminescence labeling test, and labeling. As a result of reviewingthe technical standards of the aforementioned study, the “underground buried fire-fighting hydrant” was not assumed to beapplied directly to the installation site, but a procedure for establishing technical standards and performance inspection weresuggested to be necessary.
