우주 군사화 시대에 따른 우주억제력 개념 설정 및 강화 방안

Conceptualization and Enhancement of Space Deterrence Capability in the Era of Space Militarization

1991년 걸프전쟁 이래 본격화된 우주의 군사화는 우주 자산을 직간접적으로 직접 공격할 수 있는 우주 무기체계의 고도화도 동반하고 있기 때문에, 오늘날 우주의 위성들은 실제적인 공격 위협 앞에 놓여지게 되었다. 이와 같은 현실에서 우주 자산들에 대한 공격에 대비하기 위해서는 핵억제 이론을 차용한 우주 억제개념을 적용할 필요가 있다. 우주 억제 개념은 핵억제 이론에서의 보복과 거부 논리도 포함하지만, 우주 환경 특성상 위성들이 스스로를 방어할 능력이 부족하고 공격의 원점을 인지하기 어렵다는 문제에 대해서도 대안을 제시해야만 한다. 이때 우주 자산의 손실을 복원하는 회복탄력성 능력과 우주에서의 공격 증거를 채집하는 우주 감시능력은 우주억제력을 강화하는데 기여한다. 그리고 우주에서의 회복탄력성과 감시 능력은 군사우주력 뿐 아니라 상업 우주력에 의해서도 확충되어지므로, 우주의 군사화 시대 우주 억제력 강화를 위해서는 군사와 상업 우주력 간의 긴밀한 협업이 요구되어진다.

Since 1991 Gulf War, the phenomenon of space militarization has been evolved with the development of space weapon system to attack space assets, and then current space satellites have been faced with real threat. So, it is necessary to adopt the concept of space deterrence based on nuclear deterrence logic in order to respond to this impending space threats. The concept of space deterrence using punishment and denial tools derived from the nuclear deterrence logic should be worked within the current challenge wherein space satellites are characterized as lack of the self-protection capability and the difficulty to find origin of attack. In this context, resilience capability to recover damages of space assets and surveillance situation awareness capability to observe aggressive actions in space would contribute to the enhancement of space deterrence. Also, those two types of capabilities are based on both military and commercial space powers thereby requiring the close collaboration among various categories of space power to enhance space deterrence in the era of space militarization.
