Mandatory Use of Formulated Feed Through Aquaculture Fisheries Direct Payment System

The mandatory of formulated feed is a very important policy in connection with three issues: preservation of coastal environment, management of fishery resources, and management stability of aquaculture fishermen. However, this policy has problems such as the reduction of the support price, the standard for calculating the price and restrictions on support targets. In order to establish such a formulated feed direct payment system in the right direction, this study reviews the practical problems of the current system and presents various mandatory measures to improve them. First, in order to alleviate the management burden of fisherman due to the implemention of the system and to enhance the effectiveness of the system, a higher level of direction payment must be paid. Second, the mandatory should finally be implemented for all fish species. This is because if mandatory is implemented only for certain fish species, it can cause problems of equity and social conflict between fisherman, and unnecessary administrative costs can occur. In addition, fundamental solutions such as improving the quality of formulated feed, improving the understanding of aquaculture fishermen, and regulating the use and import of raw feed are needed.
