A Study on the Support Program for Children from Multicultural Families to Use Bilingualism as a Resource

본 연구는 다문화가정 자녀들의 언어가 성장 발달에서 어떤 영향을 미치는지를 알아보고 이중언어교육을 통해 미래의 자원으로 활용할 수 있도록 활성화 및 지원방안을 마련하기 위해 이중언어 교육에 대한 기존 정책을 분석하였다. 다문화가정의 대다수 자녀는 양질의 언어적 자극을 제공받지 못해 언어발달 지연을 경험하고 있으며, 한국문화를 이해하고 받아들여야 하는 과정에서 낯선 언어로부터 혼란과 편견, 차별을 경험하면서 우울과 불안 등의 심리적인 부담감을 가지게 된다. 따라서, 이중 언어사용을 그들의 능력으로 인식시켜 활용한다면 자존감을 올릴 수 있을 뿐만 아니라 한국사회에서 더 이상 차별과 편견을 받지 않고 한 사회의 구성원으로 건강한 발달을 할 수 있을 것이다. 이중언어 교육은 목적성 확립과 사회적 합의를 끌어낼 수 있는 체계적이고 총체적인 정책이 입안되어야 한다. 또한, 다문화가정 자녀들의 다문화 강점을 강화해야 한다. 이들을 글로벌 인재로 양성하기 위해서는 이중언어교육 사업과 프로그램은 중앙정부와 지방자치단체, 민간 기업과 단체가 함께 협조와 참여로 이루어져야 할 것이다. 그리고 다문화 교육이 지닌 다양성에 대한 이해와 다름에 대한 존중의 교육이 되어야 할 것이다.

This study analyzed the existing policies on bilingual education in order to find out how the language of children of multicultural families affects their growth and development, and to prepare measures to activate and support bilingual education so that it can be used as a future resource. Most children of multicultural families experience delays in language development because they are not provided with high-quality linguistic stimulation, and experience confusion, prejudice, and discrimination from unfamiliar languages in the process of understanding and accepting Korean culture. Therefore, recognizing and utilizing bilingualism as their ability will not only raise self-esteem, but also lead to healthy development as a member of a society without further discrimination and prejudice in Korean society. Bilingual education should have a systematic and holistic policy that can establish purpose and draw social consensus. In order to cultivate them as global talents, bilingual education projects and programs must be jointly cooperated and participated by the central government, local governments, and private companies and organizations. And it should be an education of respect for the difference from the understanding of the diversity of multicultural education.
