Ruling Ideology and Discourse in Kim Jong-un's Regime: A Critical Discourse Analysis

본 연구는 북한에서 김정은의 권력 기반이 안정화됨에 따라 나타나는 통치이념의 전개과정과 특성을 분석한다. 북한 체제는 최고지도자인 김정은의 권력을 중심으로 전체주의적특성을 보이며 이에 따라 북한의 통치이념은 정권에 대한 선전(propaganda) 차원에서 일방적, 획일적으로 생산·유포된다. 비판적 담론분석(Critical Discourse Analysis: CDA)에서 다루는 주요한 이론적 경향 중하나인 ‘조작(manipulation)’ 요소를 중심으로 김정은 시기 통치담론을 분석하였다. 2021 년 1월부터 2023년 4월까지 노동신문 사설, 논설을 수집한 후 이를 거시적, 미시적 측면으로나누어 분석함으로써 북한에서 통치이념이 전파되는 데에 어떠한 표현방식과 조작기법이활용되는지 살펴보고자 하였다. 분석 결과 김정은 시기 북한 사회에 편재한 이데올로기는 1)지도자 절대주의, 2)김정은의애민사상과 온정주의, 3)수령을 중심으로 한 집단주의, 4)애국주의, 5)사회주의 제도의 경제발전과 평등·복지·인권의 유토피아로 정리할 수 있겠다. 이러한 내용은 모두 북한 역사상일관되게 강조해온 부분들이다. 그러나 김정은 시대에 들어 김정일 시대보다 시장화의 확산속도는 더 빨라졌고 주민들의 개인주의, 자본주의적 사고 및 태도, 생활은 이미 북한 사회의만연한 현상이 되었다. 이에 ‘주체’나 ‘선군’과 같이 진부해진 단어들이나 일상생활과 동떨어진 통치담론으로 더이상 대중들의 마음을 통제하기 어렵게 되었다. 김정은 시기 통치 담론은 인민을 더 높은 위치에 격상시킴으로써 이들에게 정치, 경제, 사회적으로 더 많은 임무와 역할을 부과하며 더욱 적극적인 참여와 충성을 유도한다. 이러한담론의 전개 양상은 북한 체제의 새로운 변화를 내포하기보다는 체제 유지 전략의 일환으로볼 수 있겠다. 김정은 시기 통치담론은 결국 권력의 조작된 메시지로서 주민들의 생각을 통제하고 김정은의 정통적 권위와 함께 그가 추진하는 정책들에 정당성을 부여하고 궁극적으로 체제 안정에 기여하고 있다.

This study aims to examine the ruling ideology of Kim Jong-un in North Korea, specifically focusing on the element of “manipulation” within his ruling discourse. To achieve this goal, the study employs Critical Discourse Analysis (CDA), a theoretical trend that highlights the importance of language use in shaping social reality. The study operates on the premise that the North Korean regime is characterized by totalitarianism, with power centralized around Supreme Leader Kim Jong-un. As a result, the governing ideology is produced and distributed uniformly through propaganda. The analysis concentrates on the ruling discourse during the Kim Jong-un period, and uses editorials and articles published in the Rodong Sinmun from January 2021 to April 2023 as primary data sources. The content of these articles is classified into macroscopic and microscopic aspects, with an emphasis on identifying the expression methods and manipulation techniques used to control public thinking and attitudes. The results of the discourse analysis reveal that the ruling ideology during the Kim Jong-un period in North Korea is characterized by leader absolutism, collectivism centered on the leader, patriotism, and a utopian vision of equality, welfare, and human rights. However, with the faster spread of marketization, individualism and capitalist thinking have become prevalent in North Korea, making it challenging to control the public's thoughts with outdated governance discourse. The ruling discourse during the Kim Jong-un period elevates the people to a higher position while imposing more political, economic, and social duties and roles to induce loyalty. The development of this discourse appears to be a phenomenon that emerged as part of a system stabilization strategy, rather than a new change in the North Korean system. Ultimately, the ruling discourse during the Kim Jong-un period is a manipulated message of power that controls the thoughts of the people, legitimizes Kim Jong-un's authority and policies, and contributes to the maintenance and stability of the system.
