코로나19 상황에서 청각장애인의 미충족 의료

Unmet Medical Needs for Deaf people in the COVID-19 pandemic

청각장애인은 시각에 주로 의존하여 정보를 습득하므로 의료진을 통한 건강정보의 습득과 실천이 중요하다. 코로나19 유행 동안 의료진의 마스크 착용으로 인해 청각장애인들은 의사소통과 해당 정보 습득에 어려움을 겪었다. 따라서, 코로나19 상황 동안 청각장애인의 의료이용 시 어려움을 면밀하게 살핀 연구가 필요하다. 본 연구의 목적은 코로나19 전후 상황에서 청각장애인의 미충족 의료 경험을 파악하고 미충족 의료 영향 요인과 장애 요인을 분석하여, 청각장애인의 의료 접근성을 강화하기 위한 보건정책 수립에 유용한 기초적 자료를 제공하는 데 있다. 청각장애인 348명의 응답이 분석 대상으로 선정되었으며, 코로나19 전후 미충족 의료 경험을 확인하기 위해 빈도 분석을 하였고 코로나19 전후 미충족 의료 영향요인을 파악하기 위해 로지스틱 회귀분석을 실시하였다. 연구결과, 연령과 주관적 건강 인식이 청각장애인의 미충족 의료 경험에 영향을 미치는 것으로 나타났다. 코로나19 유행 이후 미충족의료를 경험한 적이 더 많다는 응답은 25.9%였으며, 그 이유로 코로나19로 인한 경제적 상황이 악화(48%), 대기시간이 길어짐(43.1%) 등이 있었다. 청각장애인들의 경우 ‘장애 특성’이 미충족 의료의 주요한 원인으로 나타나 해당 요인을 고려한 접근이 요구되며, 의료서비스 제공 현장에서 수어 통역사 확대 등 의사소통 개선방안을 마련하고 의료진의 장애 이해를 증진하기 위한 노력이 이루어져야 할 것이다.

Since deaf people rely on their eyes to acquire information, it is essential to acquire and practice health information through medical staff. Due to the wearing of masks by medical staff during the COVID-19 pandemic, deaf people had difficulty communicating and acquiring medical information when using medical care. The purpose of this study is to identify the unmet medical experience of the hearing-impaired before and after COVID-19, analyze unmet medical needs influencing and barrier factors for the deaf, and provide useful data for establishing health policies to strengthen their medical accessibility. Frequency analysis is performed to identify unmet medical needs before and after COVID-19, and logistic regression analysis is conducted to discover factors influencing unmet medical needs before and after pandemic. As a result, age and subjective perception of health are found to be factors influencing the unmet medical need. In addition, 25.9% of respondents replied that they had more experienced unmet medical need after the outbreak, and the reasons for this were the deterioration of the economic situation due to COVID-19(48%), long waiting times for seeing doctors(43.1%) and so on. In the case of deaf people, the ‘disability characteristic’ itself is a key reason for unmet medical care, necessitating a multifaceted approach.
