장시간 활동지원서비스를 이용하는 중증장애인의 활동지원사와의 관계

Relationship between severely disabled people who use services for a long time and care workers: Focusing on mutual recognition and power relations

현재 많은 중증장애인이 활동지원서비스를 이용하면서 지역에서 생활을 하고 있는데 중증장애인의 생활은 활동지원사와 관련된 문제가 적지 않다. 본 연구에서는 일본의 장시간 활동지원서비스를 이용하는 장애인의 활동지원사와의 관계와 그 안에 내재되어 있는 과제에 대해 검토하였다. 구체적으로는 장애인자립생활센터의 중심이념인 자기결정에 주목하면서 중증장애인과 활동지원사의 시점에서 연구를 하였다. 장애인은 활동지원사와 자립생활센터에 비해 자기결정의 실현율을 긍정적으로 평가하고 있으며 자기결정을 방해하는 요인을 활동지원사와의 커뮤니케이션보다 자신의 탓으로 생각하는 경향이 강하게 나타났다. 또한 장애인과 활동지원사 양쪽 모두 가장 바람직한 활동지원사 및 이용자 상(像)에 대해서 함께 있으면 편안한 사람을 선택하였다. 한편 활동지원사는 함께 있으면 편안한 사람 다음으로 의미 있는 생활을 하는 사람을 선호하여 활동지원사가 일을 통해 보람을 느낄 수 있는 요소라는 것과 동시에 장애인의 자기결정 및 생활을 억압하는 요소로 작용할 수 있다는 우려가 되었다. 마지막으로 현재의 장애인과 활동지원사와의 관계에 대해서 장애인의 경우 대등하거나 이용자가 우세한 관계라고 생각하는 사람이 86.2%, 활동지원사가 우세한 관계는 12.1%였고, 활동지원사는 대등하거나 이용자가 우세한 관계가 69%, 활동지원사가 우세한 관계가 24.1%로 나타나 장애인이 현재의 관계에 대해 긍정적인 평가를 하고 있는 것을 알았다. 그리고 돌봄 윤리 이론을 근거로 연구결과를 고찰하였다.

Currently, many people with severe disabilities are living in the region while using care services, and there are not a few problems related to care workers in the lives of people with severe disabilities. In this study, I reviewed the relationship with care companies for the disabled who use long-time care services in Japan and the challenges inherent in them. Specifically, while focusing on ‘self-determination’, the central ideology of the Center for Independent Living for the Disabled, research was conducted from the viewpoint of the severely disabled and the history of care services. People with disabilities positively evaluated the degree of self-determination compared to supporters and Center for Independent Living, and people with disabilities tended to attribute the factors hindering self-determination to themselves rather than communication with supporters. And, the disabled and care workers selected the most desirable care workers and users who were comfortable with them. However, in the case of care workers, preference is given to those who lead a meaningful life next to those who are comfortable with them, so care workers are an element that makes them feel worthwhile through work, and at the same time act as a factor that suppresses self-determination and life of disabled people I was concerned that it might. Finally, with respect to the current relationship between the disabled and the care workers, 86.2% of people with disabilities thought that the relationship was equal or that the user was dominant, 12.1% that the care workers was dominant, and the care workers was equal or that the user was dominant 69%, and 24.1% had a dominant relationship with care workers indicating that people with disabilities evaluate their current relationships positively.
