정신보건센터 운영체계 개선을 위한 분석과 정책적 고찰

Analysis and Political Recommendations for the Reform of Community Mental Health Center

1995년 정신보건법 제정 이후 지역사회정신보건사업의 중추적 역할을 수행해오고 있는 정신보건센터는 최근 증가하는 정신건강 서비스 수요를 감안하였을 때, 적절한 중장기적 공급전략을 구축하지 못하고 있는 상황이다. 본 연구에서는 공공성과 전문성을 근간으로 하는 정신보건센터의 정체성을 재고하고, 중증정신질환관리 및 정신건강증진의 역할 수행을 위해 필요한 정책적 장치에 대하여 논의하고자 하였다. 또한 정책적 장치를 마련하기 위하여 필요한 서비스 우선순위의 선정 기준, 인적자원의 관리 및 고용안정화 방안 및 서비스 수요를 감안한 적정한 공급전략을 마련하기 위한 서비스 원형의 수립 전략을 고찰하였다.

Community mental health center which has been doing pivotal role for community-based mental health services since enactment of Mental Health Act in 1995, is facing new challenge of strategic planning proper provision by considering increasing service demands. This study reviewed the core identity of community mental health center of which basis are publicness and professionalism, and discussed political and systemic mechanism required for implementation of services for people with chronic severe mental illness and mental health promotion as well. Authors also investigated issues of service priority setting, human resource development and employment stabilization, and strategies to build up service prototype for matching provision with service demands that is necessary for setting political mechanisms.
