지방자치단체는 사람들의 일상생활에 직접적인 영향을 미치는 주거, 교통, 청소, 복지 등을 일선에서 담당하고 있어서 인공지능 CCTV, 챗GPT와 같은 인공지능(AI) 기술을 행정서비스나 정책결정과정에 적용할 필요성이 높다. 그러나 AI 활용에 대한 지방자치단체의 관심 크기에 비해 실제 지방자치단체가 AI를 도입하는데 필요한 준비가 부족하다. 또한 AI는 기술적 불완전성, 프라이버시 침해, 알고리즘에 의한 차별 확산 등의 문제를 안고 있다. 특히 다양한 분야에 접목 가능한 생성형 AI가 핵심 쟁점이 될것이다. 따라서 지방자치단체가 AI를 안전하고 효과적으로 활용하기 위해서는 생성형 AI가 순기능을 할 수 있도록 지방자치단체의 AI 활용 목적과 범위를 한정하고, 주민의생성형 AI에 대한 이해 수준과 활용 역량을 높이고, AI가 제공하는 행정서비스에 대해서는 반드시 AI가 작성한 것이라는 표시를 하도록 하고, 지방공무원은 더욱 적극적으로 주민의 개인정보를 보호하고, 지방자치단체가 더 많은 공공데이터를 구축하는 등의 대안을 마련해야 할 것이다.
