A Study on the Application of Artificial Intelligence (Chat GPT) in Local Government Policy Decision

지방자치단체의 존재 목적은 지역주민의 삶의 질 향상과 지역공동체의 지속과 발전을 위해 존재한다. 이를 위해 지방 정치와 의회는 지역 수준에서 발생하는 공공문제를 해결하고 공적 가치를 창출하기 위해 협력하고 노력해야 한다. 그러나 현실적으로는 지방자치단체의 여건과 수준에 따라 정책 역량이 상이할 수 있고, 한정된 자원과 인력, 내외적 제약 요인으로 인해 지역가치 창출은 어려운 실정이다. 이러한 상황 인식의 바탕에서 본 연구는 디지털 전환 시대의 중추 기술로서 인공지능(Chat GPT)을 활용하여 지역문제해결 및 지역 가치 창출 역량의 제고를 위한 정책 결정 역량의 제고 방안을 모색하고자 한다.

The purpose of the existence of local governments exists to improve the quality of life of local residents and to continue and develop local communities. To this end, local governments and councils should work together and strive to solve public problems arising at the local level and create public values. In reality, however, policy capabilities may vary depending on the conditions and levels of local governments, and it is difficult to create local values due to limited resources, manpower, and internal and external constraints. Based on this perception of the situation, this study seeks to enhance policy-making capabilities to solve local problems and enhance regional value creation capabilities by utilizing artificial intelligence (Chat GPT) as a pivotal technology in the era of digital transformation.
