관광하는 제국과 관광되는 식민지

Empire Leading Tourism and Colony being Touristed: The Construction Process of Tourism Industry Infrastructure in Daegu and Gyeongbuk during the Japanese Colonial Period

본 연구는 근대기 한반도에서 관광문화가 도입되고 관광산업의 인프라가 구축되면서 생겨난 변화의 양상을 고찰한다. 특히 대구와 경주 같은 지역사회에 관광이라는 새로운 현상이 유입되던 문화적 접변 상황에 주목한다. 관광산업의 인프라는 관광매체, 관광자원, 관광주체로 나눠진다. 20세기에 들어 경부선철도의 부설로 관광매체가 구축되고, 관광산업 육성정책과 관광자원 개발, 문화재 보호정책과 명승지지정, 관광지 개발이 차례로 진행된다. 이 과정에서 경주는‘신라 천년고도’로 불리며 대표적인 관광지이자 수학여행 필수 코스로 등극한다. 관광을 통치 수단으로 이용하려던 당국의 의도와 다르게 수학여행의 경험은 조선인 학생들에게 세계에 대한 새로운 지식과 정보, 시각을 제공해 인식의 지평을 넓혀줌으로써 식민지 현실을 자각하는 계기가 되고 있었다. 본 연구는 ‘인프라가 갖춰져야 시스템이 작동한다’는명제에서 출발해 관광산업의 인프라가 구축되어 온 거시적 과정과 지역사회의 미시적 변화 양상을 분석한다. 그리고 타자에 의해 기획되어 지금까지 이어지고 있는 관광산업의 현실을 성찰한다.

This study examines the aspects of change that occurred as tourism culture was introduced and the infrastructure of the tourism industry was established on the Korean Peninsula in the modern period. In particular, it pays attention to the cultural transition situation where a new phenomenon called tourism was introduced to local communities such as Daegu and Gyeongju. The infrastructure of the tourism industry is divided into tourism media, tourism resources, and tourism subjects. Entering the 20th century, tourism media was built with the Gyeongbu Line railroad, and tourism industry development policies, tourism resource development, cultural heritage protection policies, scenic spot designation, and tourist destination development were carried out. This study, starting from the proposition that ‘the system works only when the infrastructure is in place’, analyzes the macroscopic process in which the infrastructure of the tourism industry has been built and the microscopic aspects of change in the local community. And it reflects on the reality of the tourism industry, which has been planned by others and continues to this day.
