‘고르바초프-베이커 대담’과 ‘나토 동진 1인치’의 진실

1990년 2월 9일에 모스크바에서 진행된 ‘고르바초프-베이커 대담’에서 J. 베이커가 고르바초프에게 말한 나토를 “동쪽으로 1인치”도 확장하기 않겠다는 발언은 많은 논란을 야기하고 있다. 서방의 나토 동진을 정책적 실패로 평가하고 있는 연구자들은 베이커의 발언이 나토를 동유럽으로 팽창하지 않겠다고 외교 석상에서 약속한 것이라고 해석하며, 나토의 동유럽 팽창은 이를 어긴 것이라고 주장한다. 그러나 ‘고르바초프-베이커 대담’이 진행된 당시 상황을 살펴보면 이러한 해석은 ‘신화’에 가깝다. 사실 이 ‘대담’은 독일 통일을 추진하는 과정에서 이에 대한 수용 여부, 진행 방식, 통일 독일의 국제정치적·군사적 성격 등을 놓고 미국, 소련, 영국, 프랑스가 지속해서 접촉하고 협의하던 전체 과정의 한 부분일 뿐이었다. 베이커는 “1인치” 발언을 하는 과정에서 나토군의 주둔지를 ‘서독’으로 제한했는데, 이에서 우리는 나토가 1인치도 확장하지 않을 동쪽이 ‘동유럽’이 아니라 ‘동독’임을 알 수 있다. 당시 동유럽에는 소련을 중심으로 하는 바르샤바조약기구가 아직 건재했고, 동독에는 소련군이 주둔하고 있었기에, 베이커가 고르바초프에게 나토의 동유럽 진출 유보를 양보하듯 던질 수 있는 상황이 아니었다. 이러한 의미에서, 고르바초프가 분명한 어조로 확인해 주고 있듯이, ‘고르바초프-베이커 대담’에서 나온 ‘동쪽’은 ‘동독’을 가리키는 것으로 보는 것이 적절하다.

Researchers who evaluate NATO's eastward expansion as a policy failure interpret Baker's statement as a diplomatic commitment not to expand NATO into Eastern Europe, which NATO violated by expanding into Eastern Europe. However, such interpretations are closer to a “myth” when examining the situation at the time of the “Gorbachev-Baker talks”. In fact, this “talk” was part of the overall process in which the United States, the Soviet Union, the United Kingdom, and France continued to contact and negotiate over the acceptance, process, and international and military nature of a unified Germany. In the process of making the “one inch” statement, Baker first restricted NATO's deployment to “West Germany”, from which we can see that the “one inch to the east” that NATO would not enter refers to “East Germany”, not “Eastern Europe”. At the time, the Soviet-led Warsaw Pact was still intact in Eastern Europe, and Soviet troops were stationed in East Germany, so it was not a situation where Baker could throw out NATO's Eastward expansion as a concession to Gorbachev. In this sense, it is appropriate to see the “East” in the “Gorbachev-Baker talks” as referring to “East Germany”, as confirmed by Gorbachev in a clear tone.
