근린생활시설의 주차문제와 제도 개선 방안

Parking Problems and System Improvement in Neighborhood Living Facilities: Centering on Suwon-si

본 연구는 아파트 단지 안에 위치한 근린생활시설의 주차공간 부족으로 인한 주민들과의 갈등이 빚어지고 있어 이 갈등의 원인이 근본적으로 제도적 차원에서 해결하여야 하는 문제인지 아니면 단순 사람들의 불법주차로 인하여 일어난 현상인지 이해관계가 있는 주민들을 대상으로 의견을 검토하고 현장조사와 인터뷰를 진행하였다. 현재 근린생활시설의 부설주차장 설치기준이 주차 문제의 원인이 된다면 관련법을 적극적인 검토가 있어야 하고 불법주차로 주민들이 피해를 입지 않도록 제도의 개선이 필요하다.

This study reviewed opinions and conducted on-site surveys and interviews with interested residents whether the cause of this conflict was fundamentally an institutional problem or a phenomenon caused by illegal parking by simple people. If the current standards for installing parking lots in neighborhood living facilities cause parking problems, related laws should be actively reviewed and the system should be improved to prevent residents from being damaged by illegal parking.
