Women are the key stakeholder in rural tourism development. Rural transformation strategy in China has not only changed the economic structure and natural environment of the village but also has a significant impact on the social-cultural system of rural communities. This study investigates Chinese Muslim womens (Hui women) participation in rural tourism development in Ningxia Hui Autonomous Region with gender analysis tools, and a semi-structured in-depth interview is conducted among the local Hui women who are currently participating in the rural tourism industry. In line with Longwe's empowerment framework, the current study reveals economic empowerment, equitable division of labor in family and society, improvement of self confidence, and a new model of the social relationship between male and female. With women gaining economic and social independence, new gender roles and identities are also revealed. This study not only illuminates the pressing practical needs of Hui women but also proves that women’s access to more equal opportunities contributes to tourism development as well as family harmony and social stability.
