Reflection on the Cultural Statistics of Quebec

This work focuses on the history and state of cultural statistics in Quebec, which is generally recognized as the most advanced province in the development and use of statistics to support cultural policies. Only Quebec had a system for collecting and analyzing cultural statistics. The Observatory of Culture and Communications of Quebec was created in 2000. It is attached to the Quebec Institute of Statistics and has given itself the means to examine mainly the consumption or the use of certain goods and services, including the Quebec share of this consumption or attendance. However, it should be thinking now of having to replace Statistics Canada to continue to obtain fine data on production by activity, product and region. It is only in Quebec, and even to a very limited extent, that there is a factual and quantitative assessment of the impact that culture can have on citizens. In Quebec, policy makers and cultural program managers place great importance on the role that culture can play in enriching citizenship and social development. Although cultural policy developers in the rest of Canada share this belief, they do not have quantitative data to support their point of view, nor do they appear, with rare exceptions, to measure the power of quantitative data to justify their position. Therefore, they limit themselves to the arguments based on the number of jobs created by the cultural sector and the contribution of the cultural sector to the country”s gross domestic product.
