A Case Study of Hospital Payment Reforms in Canada

  • 10

This study explores recent reforms of hospital payment schemes in Canada focusing on the case of Ontario accompanied by Alberta and British Columbia’s experiences in early 2010. While most hospitals in the country were funded based on a global budget scheme, the provincial governments have switched to patient and activity oriented funding schemes, which were anticipated to facilitate standardised, evidence-based clinical care in order to both improve quality of services and reduce system costs. The intial attempts of implementing Patient-Based Funding (PBF) in Alberta, British Columbia, and Ontario provided pivotal lessons to the other provinces in Canada and other countries in which hospital funding reform was recognized as one of the policy agenda.
