서구 탈다문화주의 시대의 초다양성(superdiversity) 개념의 함의

The Implications of Superdiversity in the Era of Western Transculturalism: A Case Study of the Diversity Index by the Körber Foundation in Hamburg, Germany

본 연구는 ‘다양성의 존중’과 ‘총체적 국가 정체성의 유지’의 동시 실현이라는 탈다문화주의(postmulticulturalism)의도전적인 논제를 중심으로 21세기 서구 유럽의 국가들이 제시하는 사회통합정책의흐름을 비판적으로 고찰하는 것을 목표로 한다. 이를 위해 먼저, 서구 유럽의 다문화주의 실패 선언 이후 그 대안으로 출현한 탈다문화주의 담론의 배경과 특징들을 살핀다. 이와 관련하여 탈다문화주의 담론의 핵심 개념으로 제시된 초다양성(superdiversity) 개념이 종래의 다문화주의의 다양성 개념의 한계를 극복할 가능성을 짚어 본다. 특히 초다양성 개념의 이론적 유용성과 실천적 함의를 보여주는 한 사례로 독일 함부르크 소재의 퀘르버 재단에서 2017년에 진행한 초다양성지수(superdiversity index) 연구를 살핀다.

The aim of this study is to critically examine the trends of social integration policies presented by Western European countries in the 21st century, with a central focus on the challenging issue of achieving the simultaneous realization of 'respect for diversity' and 'maintenance of cohesive national identity' within the context of post-multiculturalism. The study first explores the background and characteristics of the discourse of superdiversity, which emerged as an alternative after the declaration of failure of multiculturalism in Western Europe. In this context, the study discusses the potential of the concept of superdiversity, presented as a core concept in the discourse of post-multiculturalism, to overcome the limitations of traditional diversity concepts in multiculturalism. As part of this examination, the study introduces a case study conducted by the Körber Foundation, which provides evidence of the theoretical usefulness and practical implications of the concept of superdiversity.
