아프리카 ‘주민주도적 학교 만들기’에 대한 교육적 의미 -부룬디 공화국 ‘최정숙여자고등학교’ 설립을 중심으로-

Educational Significance of Community Driven School Making in Africa - Centered on 'Technical High School for Girls Choi Jung Sook' in the Republic of Burundi –

2018년에 설립된 부룬디 공화국의 유일한 여자고등학교인 ‘최정숙여자고등학교’는 대한민국 제주특별자치도의 비영리단체 ‘최정숙을 기리는 모임’의 지원 아래 상향식 거 버넌스형 주민주도적 방식으로 만들어졌다. 본고에서는 상향식 거버넌스형 주민주도적 방식이 구체적으로 무엇인지, 최정숙여고의 설립 과정에서 주민, 정부, 전문가가 거버 넌스로서 어떤 역할을 수행했는지, 그리고 이러한 주민주도적 접근의 교육적 의미에 대해 탐구한다. 주민주도적 학교 만들기 방식은 물리적 환경 조성만이 아닌 교육이 지 역 사회와 긴밀하게 연결되어야 한다는 중요한 교육적 원리를 반영하고 있다. 또한 주 민주도적 학교 만들기는 공동체 학습사회를 만들어내고 지역공동체를 강화시킴으로써 지역 발전을 도울 수 있다. 이러한 교육적 의미를 갖고 있는 최정숙여고는 빈곤의 여 성화 극복, 여성의 권리 향상, 교육의 공정성 강화를 돕고, 나아가 지역사회 및 국가의 현안을 해결할 수 있는 주도적 인재를 양성한다는 점에서 아프리카 여성 중등교육에 새로운 방향성을 제시한다.

Founded in 2018, the Technical High School for Girls Choi Jung Sook in the Republic of Burundi is the nation's only girls' high school. It was established with the support of the Choi Jung Sook Memorial Society from Jeju Island, South Korea, using a governance-type CDSM (Community Driven School Making) method. This paper examines the specifics of this CDSM approach, the roles that residents, government, and experts played in the governance during the establishment process of the Technical High School for Girls Choi Jung Sook, and the educational significance of such a community-led approach. The CDSM method reflects the important educational principle that education should be closely connected with the local community, not just in terms of physical environment. Furthermore, this approach fosters a community of learners and strengthens the local community, thereby aiding regional development. With its underlying educational significance, the Technical High School for Girls Choi Jung Sook aids in overcoming the feminization of poverty, promoting women's rights, and enhancing educational fairness. Furthermore, in its commitment to cultivating proactive leaders capable of addressing local and national issues, the school offers a new direction for African female secondary education.
