지하시설물 정확도 향상을 위한 Data Life Cycle 상의 개선방안 도출

Development of Improvement Plan on Data Life Cycle for Accuracy Improvement of Underground Facilities - Focusing on the Cases of Yeongcheon-Si, Gyeongju-Si, and Guri-Si -

본 연구의 목적은 지하시설물 정확도 개선을 위해 지방자치단체의 실무담당자 심층면담과 지하시설물 데이터 특성을 고려하여 데이터 개선 계획･생성･구축･관리･보관･활용 단계의 개선방안을 제시하는데 있다. 도출된 결과는 첫째, 계획단계의 사업 추진방안은 지방자치단체 지하시설물 정확도 개선사업의 예산 설계의 적정성 검토, 사업 대상지역 선정의 적정성 검토가 필요하다. 둘째, 생성･구축단계의 사업 추진방안은 DB 정확도 저하 우려지역 추출, 현장도면 및 정위치편집 데이터 일치성 점검, 구조화편집 데이터 성과의 주요 오류사항 점검이 필요하다. 셋째, 관리단계의 사업 추진방안은 불탐구간 관리 및 점검, 불탐 원인의 적정성 점검, 상･하수･전력･통신 시설물 밀집지역 성과점검, 속성 및 논리 오류 검사가 필요하다. 넷째, 보관･활용단계의 사업 추진방안은 지방자치단체 UIS의 테이블정의서 준수 여부 점검, 데이터 로딩의 적정성 여부 점검이 필요하다. 도출된 사업 추진방안을 통해 데이터 측면에서는 성과의 품질 확보와 성과의 신뢰도를 향상시킬 수 있다고 판단된다. 또한, 국가적 측면에서는 국가 예산 절감과 행정업무의 일관성을 확보할 수 있다고 판단된다.

The purpose of this study is to present measures to improve the data improvement plan, generation, construction, management, storage, and utilization stage in consideration of in-depth interviews with local governments and data characteristics of underground facilities. The results derived are that first, the project promotion plan at the planning stage needs to review the appropriateness of the budget design of the underground facility accuracy improvement project of local governments and review the appropriateness of the selection of the project target area. Second, the project promotion plan at the creation and construction stage needs to extract areas that are feared to degrade DB accuracy, check the consistency of field drawings and location editing data, and check major errors in structured editing data performance. Third, the project promotion plan at the management stage requires management and inspection of non-detection sections, adequacy check of the cause of non-detection, performance check in areas where water, sewage, power, and communication facilities are concentrated, and attribute and logical error check. Fourth, the project promotion plan at the storage and utilization stage needs to be checked for compliance with table definitions by local governments UIS and for the appropriateness of data loading. It is judged that the derived project promotion plan can secure the quality of performance and improve the reliability of performance in terms of data. In addition, from a national perspective, it is judged that it is possible to reduce the national budget and secure consistency in administrative work.
