Proposals on Forming a Public Consensus on Policies to Promote Human Rights in North Korea

북한 인권 증진을 위한 우리 대북정책의 국민공감대 형성 방안으로 첫째, 북한 인권 문제의 중요성 인식 제고를 위한 국민 참여 프로그램을 추진해야 한다. △북한 인권 문제를 다루는 정부 부처, 정책연구기관, 시민단체 등 기관 공동주최로 미래 세대가 참여하는 ‘(가칭)북한인권모의재판’을 실시, △정부 차원에서 시민대학, 평생교육 등 다양한 기존의 교육 프로그램을 활용해 국제사회에서 북한 인권 담론을 이끌어 가는 세계시민의식 향상을 도모, △ 북한인권단체 및 북한 인권 관련 국책연구 기관 공개세미나를 상시 개최한다. 둘째, 북한 인권 문제 관련 법･제도 공개세미나를 정기적으로 개최해 △「남북관계 발전에 관한 법률 개정안」의 개정을 적극 추진, △반인권적인 북한 법･제도 실태를 공유한다. 셋째, 북한 인권 침해 실태에 대한조사 결과를 발표하는 연례 공개보고회를 개최한다. 넷째, 「신통일미래구상」 중심으로 △통합형 북한인권 태스크포스(TF) 설치, △국민적 차원의 민간 중심 인권외교 강화, △북한 인권 문제와 남북관계를 분리한 남북한 인도적 협력을 추진한다. 마지막으로, 북한 인권 관련해 언론･미디어를 포함한 인공지능(AI)과 메타버스 등다양한 첨단 과학기술을 보다 적극적으로 활용하는 방안을 강구할 필요가 있다.

Measures to form a public consensus to promote human rights in North Korea are as follows. First, promote public participation programs that can recognize the importance of North Korean human rights issues. △North Korean human rights mock trials involving future generations will be held jointly by government ministries, research institutes, and civic groups. Improving global citizenship leading discourse △The government will use various educational programs such as civic universities and lifelong education to enhance global citizenship. Second, open seminars on North Korean human rights issues are held regularly to △amendment to the Act on the Development of Inter-Korean Relations, and △to share the reality of North Korea’s anti-human rights legal system. Third, hold an annual public report to present the results of an investigation into human rights violations in North Korea. Fourth, △establish an integrated North Korean human rights task force (TF) centered on the 「New Future Initiative on Unification」, △strengthen civilian human rights diplomacy at the national level, and △promote humanitarian cooperation between the two Koreas by separating human rights issues from inter-Korean relations. Finally, it is necessary to actively utilize various advanced science and technologies such as AI and metaverse, including the media and press related to human rights in North Korea.
