中国基层党组织领导的乡村治理体系的健全完善研究

Research on the Improvement of Rural Governance System Led by Grassroots Party Organizations in China

根据乡村振兴战略对完善基层党组织的基本要求，充分考虑实现乡村有效治理的障碍性因素，县级地方政府及其他乡村治理主体可以从以下七个方面进一步健全完善新型乡村治理体系：发挥基层党组织在乡村治理工作中的战斗堡垒作用，完善“自治”、“德治”、“法治”相结合的乡村治理规范体系，从“点”、“线”、“面”三个维度革新基层党组织、优化乡村治理，构建基层党组织利益整合机制，完善纪检监察片区协作联动机制，注重发挥新时代“乡贤”的引领教化作用，构建乡村治理的定量绩效评价指标体系。

According to the basic requirements of the rural revitalization strategy for the improvement of grassroots party organizations, fully considering the obstacles to effective rural governance, county-level local governments and other rural governance entities can further improve the new rural governance system from the following seven aspects: Give full play to the role of grassroots party organizations in rural governance; improve the rural governance normative system that combines “self-government”, “rule of virtue”, and “rule of law”; innovate from the three dimensions of “point”, “line” and “surface” grass-roots party organizations; optimize rural governance; build a mechanism for integrating the interests of grass-roots party organizations; improve the coordination and linkage mechanism of discipline inspection and supervision areas; pay attention to the leading and enlightening role of “village sages” in the new era; and build a quantitative performance evaluation index system for rural governance.
