As an alternative policy to prevent national balanced development and local extinction, the ultra-wide development plan promoted by the government also affects the local industrial ecosystem. This study establishes and proposes the direction of governance of the content industry in the southeastern region in relation to megacities in the southeastern region under review in Busan, Ulsan, and Gyeongnam. By expanding the limited market of the region to the southeast, focusing on governance, it is possible to create a sustainable content industry ecosystem by jointly responding to regional problems such as manpower outflow and infrastructure shortage.
