지역문화재 활용사업 현장의 재난 취약성 평가

Disaster Vulnerability Assessment of Local Cultural Heritage Utilization Project Sites: Focusing on differences according to business type, position, and experience

이 연구는 지역문화재 활용사업을 대상으로 실제 문화재 활용현장, 문화재 활용프로그램 내 발생할 수 있는 안전사고 및 재난에 대한 피해를 예방·대비·대응하기 위해 실시되었다. 이를 위해 지역문화재 활용사업을 실제 운영하는 문화재 활용단체를 대상으로 재난 취약성을 평가하는 노출·민감성·적응능력 틀을 적용하여 초점 그룹 인터뷰(Focus Group Interview)와 구조화된 설문을 수집한 뒤 문화재 활용단체의 재난 취약성을 분석하였다. 분석 결과, 문화재 활용단체는 화재 및 충돌(부딪침)에 대해 노출되었으며, 발화성·인화성 물질, 기계·기구 및 설비에 따른 위험요인에 민감성이 있었다. 또한, 재난 및 재해유형에 대한 관리중요도나 안전인식은 높았으나, 실제 안전사고에 대한 대처 및 대응 등의 능력은 저하된 상태로 나타났다. 이러한 결과를 토대로 향후 문화재 활용단체의 재난 취약성을 줄이고, 회복탄력성을 높일 교육·훈련, 매뉴얼 배포, 거버넌스 장려 등의 정책적 방안을 제시하였다.

This study was conducted to respond to safety accidents that may occur at the site of a local cultural heritage utilization project, and was conducted to prevent, prepare for respond to damages caused by disasters. First of all, we designed an analysis framework related to exposure-susceptibility-adaptive capacity to assess disaster vulnerability. For analysis, focus group interviews and surveys were conducted with professional organizations conducting the program. As a result of the analysis, cultural heritage utilization organizations were exposed to fire and collisions, and were sensitive to risk factors due to ignitable and flammable substances, machinery, instruments, and facilities. In addition, management importance and safety awareness for disasters and disaster types were high, but response capabilities for safety accidents were low. Based on these results, we suggested education and training, distribution of manuals, and encouragement of governance to increase disaster resilience.
