지방세 감면과 지역경제와의 관계

A study of the relationship between local tax reduction and local economy : the case study on investment promotion zones

이 연구는 지역의 특성을 반영한 지방세 감면 정비방안을 모색하는 것을 목적으로 한다. 제주특별자치도는 섬이라는 제주의 지리적 한계를 극복하고, 핵심 산업 육성을 위한 투자를 유치하기 위해 제주투자진흥지구제도를 도입하고 지방세 감면과 함께 다양한 행·재정적 인센티브를 제공하고 있다. 그러나 지방세 감면이라는 재정정책에도 불구하고 투자유치 실적 감소, 지역 간 불균형 심화, 투자업종의 관광산업 편중 현상 등의 문제가 나타나고 있어 이에 대한 개선이 필요한 실정이다. 이 연구에서는 투자진흥지구의 특성을 반영한 지방세 감면 정비방안으로 투자 초기에 건축이 진행되는 점에 착안하여 건설 분야 지역업체 참여를 활성화하는 방안을 제시하고자 한다. 분석결과 지역업체가 현재보다 증가할 경우 지방소비세는 53억원에서 712억원까지, 고용은 3,856명에서 51,679명까지 확대되는 효과가 나타났다. 또한 현 상태보다 더 많은 지역업체 참여를 유도하기 위해 지방세 감면 중 재산세 면제는 현재 수준을 유지하고, 추가적으로 원시취득세 2.8%를 지역업체 참여 정도에 따라 차등적으로 감면하는 방안을 제안한다.

This study aims to suggest an improvement plan for the local tax reduction of the investment promotion zones. In order to overcome the geographical limitations of Jeju as an island and to attract investment for nurturing core industries, various administrative and financial incentives are provided along with local tax reductions within the Jeju investment promotion zone. There are several problems, however, such as a decrease in investment, a deepening of regional imbalance, and a phenomenon of concentration in the tourism industry. we propose a plan to revitalize the participation of local construction companies. The reason why construction is carried out at the initial stage of investment. As a result of the analysis, the local consumption tax increased ranges from KRW 5.3 billion to KRW 71.2 billion, and employment increased from 3,856 to 51,679 people. In order to induce more local businesses to participate than the current state, it is proposed to maintain the current level of property tax exemption among local tax reductions, and to reduce the original acquisition tax of 2.8% in a different way depending on the degree of participation of local businesses.
