미래완주문화도시 전략수립을 위한 정책가치와 사업간 우선순위분석

Analysis of Policy Values and Priorities Between Projects for the Establishment of a Future Wanju Cultural City Strategy: Review of Completed Case Studies from the Perspective of the Cultural City Creation Paradigm

이 연구는 완주군의 미래문화도시 전략수립을 위한 주요가치, 정책사업, 주요계획에 대한 중요도 분석을 통해 전략적 지표를 개발하고자 하였다. 이때의 주요가치는 패러다임의 종합적인 논의를 통해 구체화 하였으며, 정책사업과 주요계획은 해당 시점에서 수행되었던 사업들에 기초하여 제시하였다. 또한 본 연구에서는 미래완주문화도시를 수립하는데 있어서 어떤 패러다임과 가치 및 전략이 더욱 중요시되어야 하는지 우선순위 분석을 수행하고자 하였다. 즉, 분석을 통해 미래문화도시 전략수립을 위한 주요가치, 정책사업, 주요계획을 도출하고 이에 대한 상대적 중요도 분석을 수행함으로써 미래문화도시 전략의 이론적 프레임워크를 도출하고자 하였으며, 미래완주문화도시 전략수립의 방안을 제시하는 정책적 시사점을 제공하고자 하였다. 이와 더불어, 본 연구에서는 문화도시 조성 패러다임에 기초한 상대적 중요도 값을 통해 2022년 미래완주문화도시 지원사업의 상대적 중요도 분석을 수행하고자 하였다. 분석 결과는 주요가치, 정책사업, 주요계획, 복합가중치, 미래완주문화도시 2022 지원사업 평가결과로 구분되며, 이를 토대로 5가지 정책적 시사점을 제시하였다.

This study develops strategic indicators by analyzing the importance of major values, policy projects, and major plans for the strategic establishment of the future cultural city of Wanju-gun. The main value at this time was embodied through a comprehensive discussion of the paradigm, and policy projects and major plans were presented based on projects carried out at that time. In addition, this study conducted AHP analysis to determine which paradigm value, and strategy should be more important in establishing a future Wanju Cultural City. In other words, it intend to derive the theoretical framework of the future culture city strategy by deriving the main values, policy projects, and major plans for the future culture city strategy and providing policy implications for the future Wanju culture city strategy. In addition, this study analyzes the relative importance of the future Wanju Cultural City support project in 2022 through the relative importance value based on the cultural city creation paradigm. The results are divided into major values, policy projects, major plans, complex weights, and evaluation results of future Wanju Cultural City 2022 support projects, and five policy implications were presented based on this.
