Solidarity Between China and the Arab Region: China-Arab States Cooperation Forum as Soft Balancing

본 연구는 중-아랍 협력 포럼 장관급 회의에서 도출된 선언과 공동성명을 내용 분석하여, 중국과 아랍지역 연대의 모습을 고찰하였다. 나아가, 중국은 이러한 연대를 활용하여 기존 서구 중심의 국제질서에 대항하는 하나의 연성 균형을 이루려 한다고 간주한다. 분석 대상으로는 중-아랍 협력 포럼 공식 홈페이지에 업로드되어있는 9개의 선언/공동성명(2004년부터 2020년)이고, 연구 방법으로는 내용분석으로, 여러 텍스트 분석 기법을 활용하면서 동시에 질적연구를 수행하였다. 연구 결과, UN 개혁, 내정 간섭 반대, 국제관계 민주화 등 연성 균형을 나타내는 단어들이 등장하였고, 시간이 지날수록 연성 균형의 경향성이 짙어졌다.

This study examined the appearance of solidarity between China and the Arab region by analyzing the declarations and joint statements derived from the ministerial-level meeting of the China-Arab States Cooperation Forum. Furthermore. China utilizes this solidarity to achieve a soft balancing against the existing Western-centered international order. The subjects of analysis were nine declarations/joint statements uploaded on the official website of the China-Arab States Cooperation Forum (2004 to 2020), and research method is content analysis. As a result of the study, words showing soft balancing such as UN reform, opposition to interference in domestic affairs, and democratization of international relations emerged, and the tendency of soft balancing became stronger over time.
