A Study on the Strategic Autonomy in Korean Diplomacy: Focusing on Korea's Improvement of Relations with Hungary

본 연구는 한국외교사에서 전(全)방위 외교의 교두보를 마련한 한국의 대(對)헝가리 관계개선 사례를 전략적 자율성(strategic autonomy) 개념을 적용하여 분석하였다. 냉전구조 해체 이전 약소국 한국은 구조의 제약과 힘의 한계에도 불구하고, 상대 진영 약소국 헝가리와 선제적으로 국교를 정상화하였다. 이와 같은 현상은 국제정치학의 주류 패러다임인 현실주의 시각에서는 쉽게 설명되지 않는 부분이다. 이에 본 연구는 약소국 간 관계개선 현상을 적실성 있게 설명하기 위해서는 해당 국가 고유의 외교역량을 살펴볼 필요성이 있음을 주장한다. 이를 위해 본 연구는 그동안 한국외교의 성과 요인 측면에서 다루어지지 않았던 ‘전략적 자율성’을 대안적 분석개념으로 제시한다. 여기서 전략적 자율성 개념은 “동맹국과 외교·안보 차원에서 협력관계를 유지하면서도, 독자적으로 대외정책을 결정 및 집행할 수 있는 국가 내부의 역량”으로 정의된다. 분석 결과, 탈냉전 이전 한국이 헝가리를 대상으로 달성한 관계개선 사례는 동맹 강대국 미국과의 협력하에, 당시 한국외교정책 목표인 공산권과의 수교 체결을 주도적으로 이끌었다는 점에서 전략적 자율성이 발휘되었음을 확인하였다.

This study analyzed the Korea’s improvement of relations with Hungary, which was completed before the end of the Cold War, by applying the concept of strategic autonomy. This phenomenon is not easily explained by a realistic approach that emphasizes the international structure and the power of the great powers. This study emphasizes the need to examine Korea’s internal diplomatic capabilities in order to explain the improvement of relations between Korea and Hungary. To this end, this study presents strategic autonomy as an alternative analysis concept, which has not been dealt with in terms of the performance of Korean diplomacy. As a result of the analysis, Korea’s improvement of relations with Hungary is explained in terms of strategic autonomy in that it proactively achieved the goal of Korean foreign policy, establishment of diplomatic relations with the communist bloc, in cooperation with its ally, the United States.
