Reform Plan for the ROK Army's Rational Service Management: Focusing on the Military Superstructure & Force Power System

본 연구는 전투수행 분야의 핵심인 軍상부구조, 그것을 뒷받침하는 수단으로서의 전력체계(소요-획득-운영유지(군수)) 운영과정에서 드러난 몇 가지 비효율적인 문제점을 분석하고, 이를 개선하는데 필요한 방안을 모색하는데 있다. 우리 군의 軍상부구조 및 전력체계는 합리적 軍운영의 세 가지 평가요소 - 지휘의 통일, 노력의 통일, 군수지원의 통일 - 에 비추어 보았을 때, 비합리적으로 운영되고 있다. 상부구조의 문제를 해소하기 위해 제시된 대안들은 첫째, 합참의 군령권 조정, 둘째, 합참본부내 육·해·공 인적구성의 균형, 셋째, 합동성 교육의 강화, 넷째, 합동군사령부 설치, 다섯째, 합동군사령관에 대한 군수지휘권이 주어져야 한다. 그리고 전력체계 개혁의 문제를 해소하기 위해 제시된 대안들은 첫째, 합동소요창출을 위한 인력 및 기술적 기반체제 구축, 둘째, 획득과 운영유지 기능 및 책임의 통합, 셋째, 방위산업기반체제 변화, 넷째, 획득 및 운영유지비의 일관예산 편성, 다섯째, 아웃소싱을 통한 국방경영 혁신이다.

This paper examines several inefficient problems generated from a service management process of Military Superstructure(Joint Chiefs of Staff, Each Services) & Force Power System(Requirement-Acquisition-Logistics) of the ROK Army, and suggests several alternatives to remedy the current service management problems. Given the three evaluation elements of the rational service management-'Unity of Command', 'Unity of Effort', and 'Unity of Logistics-Support'-the Military Superstructure & Force Power System of the ROK Army are run irrational ways. Suggested are three resolutions for problems of military superstructure: first, mediating operational command between Joint Chiefs of Staff & Each Services: second, maintaining the proper balance of manpower structure among the Army, Navy, and Air Force within the Joint Chiefs of Staff: third, strengthening jointness education: fourth, setting up the Joint Forces Command: and fifth, investing Joint Forces Commander with Logistics Command. On the one hand, the offered alternatives for solving force power system are to, first, establish manpower and technological infrastructure for joint requirements generation, second, combine functions of, and responsibilities for acquisition and logistics support, third, change defense-industry-based system, fourth, compile a budget for acquisition and logistic support, and fifth, introduce innovation in defense management through outsourcing.
