A Study on Fake News Concept and A Basic Study on the Fact Check

본 연구의 목적은 페이크 뉴스(fake news)의 문제점이 사회 전반에 걸쳐 제기되고 있는 상황에서 뉴스 가이드라인 분석결과를 토대로 페이크 뉴스의 판별기준을 정립하고 알고리즘을 설계하는데 있다. 오늘날 펙트체킹이 저널리즘 영역의 중요 기능으로 등장하고 있고, 펙트체킹이 포함된 미디어 관련 인공지능(AI) 세계시장은 2016년 0.35억$에서 2022년 11.61$,연평균 79.1%의 성장세가 예측되고 있다. 우리나라도 자동화된 펙트체크 기술을 개발중이지만 현재로서는 정보 수집과 정제된 DB확보가 곤란하다는 한계로 인해 사후 펙트체크에 집중하고 있는 상황이다. 본 연구에서는 가이드라인 분석, 가짜뉴스의 판별기준 정립과 알고리즘 설계를 총 3단계로 설정하였다. 1단계 가이드라인 분석에서는 주요기관의 가짜뉴스 판별 체크리스트와 언론사의 다양한 가이드라인을 수집하고, 귀납적 방식의 해석적 접근법을 활용하여 가이드라인의 정성적 이해를 통한 내용분석과 가짜뉴스 판별에 영향을 미치는 주요 요인을 도출하도록 했다. 2단계는 가짜뉴스 판별 기준을 수립함에 있어 향후 인공지능 기술을 접목시키기 위한 세부기준을 고려하고, 5W1H 원칙을 항목별 기준으로 설정하였다. 3단계에서는 수립된 판결기준을 기반으로 뉴스의 제목과 내용의 정합성, 뉴스의 전파, 확산 패턴, 뉴스 주제에 대한 추론을 통해 일치/불일치를 검출하는 알고리즘을 설계하였다. 이와 같은 가짜뉴스 판별 역량 증대는 언론의 대국민 신뢰 회복뿐만 아니라 사회전반의 정보 신뢰도 향상에도 도움을 줄 것으로 기대된다.

The purpose of this study is to establish the criteria for determining fake news and design algorithms based on the results of analysis of news guidelines in situations where the problem of fake news arises throughout society.Today, fact-checking is emerging as an important feature in the journalism area, and the media-related AI(artificial intelligence) global market including fact-checking is predicted to grow from $3.5 million in 2016 to $1.161 billion in 2022 by an average annual growth of 79.1%. Korea is also in the development of automated fact-check technology, but at this time, it focuses on post-fact check due to the limitations that it is difficult to collect information and obtain filtered DB.This study set 3 steps: guidelines analysis, criteria to determine fake news, and algorithm design. The first-step guideline analysis collected the fake news checklists of major organizations and the various guidelines of the press, and utilized an inductively analytical approach to derive key factors that affect content analysis and fake news determination through qualitative understanding of the guidelines. Step 2 considered the detailed criteria for applying artificial intelligence(AI) technology in the future in establishing fake news determination criteria, and set the 5W1H principle by a specific item. In step 3, based on the established criteria for determination, it designed an algorithm that detects match/mismatch through the consistency of news titles and contents, the dissemination of the news, the diffusion patterns, and the reasoning about news topics. The enhanced capability to determine fake news is expected to not only restore public trust in the media, but also help improve the credibility of information in society as a whole.
