Empirical Analysis on the Effect of Regional Factors on University Function

본 연구는 지역요인들이 대학의 기능 또는 대학발전에 미치는 영향에 관한 연구는 드문 실정이라는 점을 고려하여, 지역요인이 대학의 기능에 미치는 영향을 실증적으로 분석하는 것이다. 회귀분석 및 fuzzy set을 활용한 지역 요인과 대학기능의 결합적 인과관계 분석결과, 지역실업율 등 대학을 둘러싼 외부조직환경이 대학기능에 긍정적, 부정적 기능 등 다양한 영향을 미칠 수 있다는 점을 의미한다. 주로 대학의 기능에 영향을 미치는 요인은 지방재정자립도, 1인당GRDP, GRDP와 지역고용율의 상호작용 등이라는 점을 알 수 있다. 이에 정책적 함의로서 첫째, 국가와 지방자치단체는 현재 실질적으로 수립되지 못하고 있는 대학 및 지역인재의 육성에 필요한 종합적인 시책을 실효성있게 수립·시행하여야 하고, 이에 필요한 예산을 확보해야 하고, 둘째, 국가와 지방자치단체는 지역고용을 촉진하기 위한 지역고용거버넌스의 활성화를 촉진하는 것이 필요하다는 점을 제시하였다.

As a result of the analysis of the combined causal relationship between regional factors and university functions using regression analysis and fuzzy set, it means that the external organizational environment surrounding the university, such as the regional unemployment rate, can have various effects such as positive and negative functions on university functions. In other words, it can be seen that the factors mainly affecting the function of the university are local financial independence, GRDP per capita, and interaction between GRDP and regional employment rate. As a policy implication, first, the state and local governments must effectively establish and implement comprehensive measures necessary to foster college and local talents that are not currently established, and secure the necessary budget, and second, the state And local governments have suggested that it is necessary to promote the revitalization of regional employment governance to promote regional employment.
