A Study on Smart Water City(SWC) Project Performance

본 연구는 수돗물에 대한 신뢰를 높이기 위한 구체적인 수단으로 스마트워터시티사업에 주목하고, 모범사례로 평가받고 있는 파주시 스마트워터시티 시범사업 성과를 학술적인 관점에서 평가해봄으로써 향후 상수도 서비스 신뢰 제고를 위한 스마트워터시티사업의 개선방안을 모색하는데 연구목적이 있다. 파주 스마트워터시티 사업의 6개 주요 개별사업 성과가 이용자들의 만족도에 미친 영향을 분석한 결과, 유의미한 사업은 6개 사업 가운데, 정수처리 개선 사업과 수질정보 제공 사업이었다. 향후 상수도 서비스 신뢰 제고를 위한 스마트워터시티 사업의 개선방안으로 ① 수돗물 상시관리체계 구축, ②상시 수질관리시스템 구축, ③ 수돗물 공급과정 수량･수질 계측 설비 구축, ④ 정보공유체계 강화 및 수도정보 통합관리플랫폼 구축, ⑤ 수돗물 공급과정 통합감시제어시스템 구축 ⑥ 수도정보 공개 등 스마트 서비스 제공, ⑦ 수돗물 평가위원회 및 협의체 운영 ⑧ 수돗물 품질인증제 도입 등을 제안한다.

This study focuses on Smart Water City(SWC) Project as a specific means to increase the trust in tap water, and it aims to find ways to improve Smart Water City(SWC) Project for high-quality water supply by evaluating the performance of Paju Smart Water City(SWC) Pilot Project which is evaluated as a best practice, from an academic point of view. As a result of analyzing the impact of the performance of the six major projects of Paju Smart Water City(SWC) Project on users’ satisfaction, a water treatment improvement project and a water quality information project were significant among the six projects. In order to improve Smart Water City(SWC) Project for advanced water service, the followings are suggested: ① Establish a regular tap water management system, ② Establish a regular water quality management system, ③ Establish a systematic water quality and quantity management facility for tap water supply process, ④ Strengthen an information-sharing system and establish an integrated management platform for water supply information, ⑤ Establish an integrated monitoring and control system for tap water supply process ⑥ Provide smart services such as disclosure of water information, ⑦ Operate a tap water evaluation committee and a consultative body ⑧ Introduce a tap water quality certification system.
