제주 남방해역 해양권익 보장을 위한 제주 해군기지 역할 제고 방안

Measures to Enhance the Role of the Jeju Naval Base to Secure Maritime Rights and Interests in the Southern Seas of Jeju

본 연구는 제주 민군복합형관광미항이 건설된 지 5년이 지난 시점에서 제주 해군기지의 주어진 임무와 역할의 적절성을 살펴보고, 現 국제정치 흐름과 해양질서 변화 속에서 제주 남방해역의 중요성과 가치를 재인식하고 우리의 해양권익 보장을 위해 보완·발전되어야 할 제주 해군기지의 역할을 제시하는데 목적이 있다. 본 연구를 위해 제주 해군기지의 건설과정, 건설의 목적 및 역할, 해군기지 건설 전후의 선행연구자료를 섭렵하였다. 아울러 역내 해양권익 보장에 영향을 미치는 요인들을 분석하였고, 제주도와 남방해역의 지리적·경제적·전략적 가치를 살펴보았으며, 현재 수행하고 있는 제주 해군기지의 역할을 확인하였다. 이를 토대로 제주 남방해역을 수호하고 해양권익을 보장할 수 있는 해군의 전초·전진·전략·작전·군수기지로서 지속 유지 9개, 보완 4개, 발전 4개 등 17개 역할을 제시하였다. 따라서 이번 연구를 통해 제시된 역할을 정부가 정책적으로 지원하고 군 차원에서 추동력을 가지고 추진한다면 제주 해군기지의 역할제고를 넘어 동아시아 해양에서 우리나라의 해양안보와 해양권익을 보장할 수 있는 해군기지로 거듭날 것이다.

The purpose of this study is to present the role of the Jeju Naval Base to be improved in order to secure our maritime rights and interests, now five years after the Jeju Civilian-Military Complex Port was constructed. Therefore, in the current flow of international politics and changes in the maritime order, I reconsidered the importance and value of the waters south of Jeju and analyzed the validity of the assigned mission and role of the Jeju Naval Base. In addition, I surveyed on the construction process, purpose and role of the Jeju Naval Base, and previous studies before and after the naval base was constructed. Then, factors influencing the guarantee of maritime rights in the region were analyzed, the geographical, economic, and strategic values of Jeju Island and the southern seas were examined, and the role of the Jeju naval base currently being performed was confirmed. Based on this, 17 roles were proposed, including 9 sustained maintenance, 4 supplementary, and 4 development as a naval outpost, advance, strategy, operation, and military base that can protect the southern seas of Jeju and guarantee maritime rights. Therefore, if the government supports the role presented through this study with policy support and promotes it with propulsion in the military dimension, it will go beyond enhancing the role of the Jeju Naval Base and South Korea's maritime safety in the East Asian ocean. Also, it will be reborn as a naval base that can secure security and maritime interests.
